Changes to Recipient Agency Application Submission Window

The New York State Education Department (NYSED) is implementing an important update to the application process for new Recipient Agency (RA) applications. Effective immediately, new RA applications will only be accepted once per year, aligning with the submission window for new School Food Authority (SFA) applications.

This change is being made to support the administration of the Universal Free School Meals Program, which requires careful coordination to maximize federal reimbursements. A single submission window allows for better oversight, ensuring that all participating organizations receive the support needed to transition smoothly into the program while maximizing available funding.

During the designated submission window, SFAs will apply for new RAs to operate in the  upcoming school year, ensuring a more structured and organized process for participation. To facilitate this transition, NYSED has extended the current application deadline from June 30 to July 31, 2025. Additionally, all newly approved RAs must begin program operations at the start of the school year for which their application was submitted, ensuring consistency and alignment with program implementation timelines.

To file a program discrimination complaint, complete the USDA Program Discrimination Complaint Form, AD-3027, found online at How to File a Program Discrimination Complaint and at any USDA office or write a letter addressed to USDA and provide in the letter all of the information requested in the form.
