Clarification on 30-Day Carryover for Provision 2 Schools

This memo serves to clarify that a 30-day carryover period is allowed for schools operating Provision 2 in their initial base-year. Carryover refers to a child’s eligibility from the previous school year being carried over into the current or new school year. In accordance with 7 CFR 245.6(c)(2), an individual student’s eligibility from the previous school year carries over for up to 30 operating days into the new school year, or until a new eligibility determination is made, whichever comes first.

What This Means for SFAs with Schools operating Provision 2:

  • SFAs that included carryover in their September meal reimbursement claims do not need to take any action.
  • SFAs that excluded carryover in their September claims must adjust those claims. Please contact your CN Representative to have your claim reopened for correction. This adjustment does not require an appeal or a late claim exception.
  • SFAs that already made claim adjustments to exclude carryover based on previous guidance? Email or call your CN Representative and we will ensure your claim is restored to its original amount. We are proactively contacting SFAs we know have made these adjustments; however, we encourage you to reach out to your CN Representative to confirm restored claim amounts.

Under the Universal Free School Meals Program, the total reimbursement to SFAs will remain unchanged by the claim adjustment; however, the allocation between federal and state reimbursements will be modified.

We sincerely apologize for any confusion or inconvenience. Thank you for your continued partnership and understanding as we work together to ensure accurate implementation of free meal provisions under Universal Free School Meals.
