Direct Certification Matching Process (DCMP) Update

The New York State Education Department’s (NYSED’s) direct certification matching process (DCMP) system is completely populated with July, August, and September SNAP and Medicaid data and all matching features in the system are now fully functional.

Roster Upload for Bulk Search

School Food Authorities (SFAs) using the DCMP system’s Bulk Search feature, should re-upload any rosters originally uploaded before October 15, 2024, as these rosters were removed from the system.

School Food Authorities implementing the standard counting claiming method are directed to:

  • access the system and make initial free meal student eligibility determinations for the 2024-2025 school year.
  • ensure students do not experience a disruption in meal service and families are not charged for meals before the current school year eligibility determinations are made.
  • ensure that all 2024-2025 school year claims for reimbursement reflect students’ updated eligibility statuses for the 2024-2025 school year. If claims have already been submitted, make claim adjustments as necessary prior to the 60-day claim deadline to reflect current year eligibility determinations for all participating enrolled students.
  • utilize the DCMP system on a continual basis throughout the school year to certify additional students as system data is updated continually.

Paid Lunch Equity Waiver

SFAs implementing the standard counting and claiming method at any of their buildings are reminded of the availability of the waiver from Paid Lunch Equity requirements for the 2024-2025 school year. SFAs with a zero or positive balance in their non-profit school food account as of June 30, 2023, can elect this waiver (in the SFA annual renewal) to decrease their paid lunch prices to as little as zero in school year 2024-2025.

SNAP/Medicaid Reporting

All SFAs should report the number of SNAP and Medicaid matches, by building, in the Child Nutrition Management System (CNMS) using the most current DCMP data. SFAs that previously reported SNAP/Medicaid matches for the 2024-2025 school year should update their counts in CNMS as necessary to reflect current data.
